Preliminary rounds
Split registered teams and available judges evenly across rooms. Run this once the morning of, then fine-tune individual rows below if needed.
Mentors
Spread signed-up mentors evenly across the same prelim rooms, so every room has someone to point teams to if they get stuck.

Day 1 mentor sessions
Give every team one mentor session of equal length, sometime between 2:00 PM and
6:00 PM on Day 1, across the seven mentor rooms (each room fits a different number
of mentors at once — see public/js/mentor-rooms.js to edit the room
list or capacities).
